How much does it cost to use Let’s Encrypt and Is it really free of cost? Do I need to install a different certificate if it is a renewal? and how long does the enrollment take place and how soon will I be able to secure my website? If in case I changed my server or moved to a different provider, how can I move the SSL certificate?
And also Is it possible to decode CSR? Recently I have lost my private key, will I be able to get my certificate reissued for the new one and Should I need to create a new CSR to renew my SSL certificate?

As the SSL certificate belongs to your domain name and not to any particular service provider. So as long as you move your domain name you will be able to reuse your SSL certificate. When you have lost your private key, you do not require to create a new one, you have to request a code from the service provider and activate the SSL certificate.
